Some evidence about choice, diversity and autonomy in school provision

This is a short note written in November 2008 which:

  • Questions whether ’empowerment through choice’ is supported by international evidence, as a Conservative policy paper claims
  • Argues that in England the private sector of schooling provides exceptional advantages to its pupils and this colours the entire debate about school structure in the publicly-funded sector, posing major challenges for policy-makers
  • Claims that if we want an excellent and equitable school system we must focus less on individual institutions and more on creating a coherent system.
